Pay parking introduced to the University of Eastern Finland campuses

Pay parking will be introduced to the Joensuu and Kuopio campuses of the University of Eastern Finland as of 1 September 2018. Pay parking will be enforced from September to May on weekdays between 7 am to 4 pm. At other times, parking on the university campuses is free of charge.

Over the past years, many cities, major employers and universities have introduced pay parking, and this has also been decided for the parking arrangements of the Joensuu and Kuopio campuses.  Alterations to the city plan affecting both the Joensuu and Kuopio campuses are under way, and these changes will also have an influence on the number and availability of parking areas. Pay parking is also used to cover costs that result from parking to the university.

In accordance with the principles of sustainable development, the university encourages the use of public transportation, as well as bicycle and pedestrian traffic. In connection with city planning affecting the campus areas, attention will be paid to the safety of pedestrian and bicycle traffic, as well to the sufficiency of bicycle parking racks.

Staff and student parking permit prices

From September onwards, the price of a permanent staff parking permit is 110 euros/12 months. The price takes the summer months’ free parking into consideration. The price of a fixed-term staff parking permit is 15 euros/month.

The price of a permanent student parking permit is 90 euros/12 months. The price of a fixed-term student parking permit is 12 euros/month. A student parking permit entitles to parking in areas reserved for student parking.

A limited number of parking spaces with electricity are available to the staff. Their prices are 170 euros/12 months as a permanent permit, or 30 euros/month as a fixed-term permit. The additional costs of the five-month heater-use period (November-March) has been taken into consideration in the prices.

Parking permits with a 12 month invoice interval are permanent and can be renewed by paying the invoice by the deadline. Information about an outstanding invoice will be sent by email.

Staff and student parking permits can also be extended to the other campus.

Parking permits are tied to the vehicle registration plate and are vehicle-specific.

Short-term parking costs 1 euros/hour, but will not exceed 6 euros/day. Short-term parking can be paid at the payment machine or as a mobile payment.

Pay parking does not concern maintenance parking, disabled parking, rental car parking or parking by clinical patients arriving at the university.

Parking permits can be purchased from 1 August onwards

The university will introduce an electronic parking management system, which enables an increasingly efficient use of the parking areas. Parking permit reservations can be made from 1 August onwards at eparking.fi. More information about the service is available on the website, and the customer care contact details can also be found there. Staff members and students log in to the eParking service by using their UEF usernames and passwords (HAKA login).

Companies and other users of the university’s parking areas will be informed of the new parking permit arrangements separately.

With the introduction of pay parking from 1 September 2018 onwards, the old parking permits issued for 2018 will no longer be valid.

Changes to the parking areas of the Joensuu Campus

The parking areas of the Kuopio Campus will remain mainly unchanged in the upcoming autumn. At the Joensuu Campus, there are changes to the parking areas by Tulliportinkatu, i.e. the parking areas P4, P5 and P6 by the Taitola building and the Tulliportinkatu school and sports hall, as well as the parking area P2A, which will no longer be used for parking. The maps indicate the parking areas that are in use as from September 2018 at the Joensuu Campus and at the Kuopio Campus.

There are traffic signs in the parking areas to provide further parking instructions. Parking control on both university campuses is carried out by the city.
