Appeal instructions
APPEALS
A member of the Student Union may make an appeal as is stated in ISYY's Election regualtion §24 section 1. Appeals must be submitted in writing to the Central Election Committee or the office of the Student Union of the University of Eastern Finland. In case there is an appeal made against the Representative Council Elections, the Central Election Committee is obligated to recount the votes within 14 days of the appeal's submission.
GROUNDS FOR SUBMITTING AN APPEAL
An appeal may be submitted by a person whom the decision concerns, or whose right, obligation or interest is directly affected by the decision. Further, a member of a student union may appeal against a decision of a student union body on the grounds that the decision has been taken in breach of statutes or provisions governing the student union or is otherwise against the statutes or provisions governing the student union.
APPEAL PERIOD
The appeal must be submitted within 30 days of the date when the notice of the decision was served, meaning 6.12.2025 at 23.59. The date when the notice of the decision was served is not included in the appeal period. If the last day of the appeal period falls on a Sunday, public holiday, Saturday, the Finnish Independence Day, May Day, Christmas Eve or Midsummer’s Eve, the appeal period ends on the next working day. The notice of the decision is deemed to have been served on the seventh day after the day when the letter was sent, unless proven otherwise. If the notice is delivered in a verifiable manner against an acknowledgement of receipt, a certificate of service or a service of summons, the date of service is indicated on the acknowledgement of receipt or other written certificate. Members of the Student Union are deemed to have been informed of the decision when the decision has been made publicly available. If the appeal is not submitted by the deadline, the appeal will be dismissed.
SUBMITTING THE APPEAL LETTER
Appeals must be submitted in writing. The appeal must be delivered to the Central Election Committee or the office of the Student Union of the University of Eastern Finland within the appeal period. The appeal can be submitted in person or by a representative or courier, or by post or electronically at the sender's own risk. The appeal letter must be delivered to the appellate authority no later than the last day of the appeal period before 4:15 p.m.
CONTENTS OF THE APPEAL LETTER AND SIGNATURES
The appeal letter must state the following:
- the appellant’s name and home municipality;
- the appellant’s contact information for sending notifications regarding the process;
- the decision that is appealed against;
- the parts of the decision that the appeal concerns and the changes requested;
- the grounds for the appeal.
The appeal letter must be signed by the appellant or the appellant’s legal representative or attorney. If the appellant's right to be heard is exercised by a legal representative or attorney, or if the appeal is written by another person, the appeal letter must also state the name and home municipality of this person. The attorney must also attach a power of attorney to the appeal letter.
APPENDICES TO THE APPEAL
The appeal letter must include the following appendices:
- the decision, either in the original or as a copy;
- proof of the date on which the notice of the decision was served or other information indicating the start date of the appeal period;
- any documents which the appellant uses to support their claim.
